Commercial communications towers and associated infrastructure (several small buildings) on Shasta Bally are fairly secure from fire damage, the power line is not. In order to protect the power lines the use of heavy lift helicopters would be needed to contain the spread of fire to the power line structures. These towers are used by television, radio, and numerous public and private agencies and companies for two-way radio communications in the greater Redding area. Protection of power lines to the communication site is critical for them to maintain operations. WAPA high voltage transmission lines will be threatened if fire 5-3 (Boulder) continues backing downhill and merge into the 5-2 (Bally fire). The extreme terrain and need to contain the fires with indirect lines requires the use of experienced type 1 or type 2IA rated crews. The Mary Fire or the (5-45) Brandy fire not staffed due to lack of resources and other higher priorities.

Fires continue to grow, Fire 5-3 continues to back downhill towards the WAPA powerlines with uphill runs threatening the powerlines to the communications towers. Closure of Mill Creek Road and trail to public use. Contact with PG&E personnel concerning powerlines. PG&E de-energized the powerline for the night leading to the communication towers.

Fire continues to grow in the vicinity of Shasta Bally Road. Fires have seen moderate behavior all day with rollout being the major concern. Fires continue backing and making runs upslope, much of the spread has been terrain enhanced. Significant burning in Mary Fire as it moves through the more exposed, drier higher elevation vegetation. Boulder Fire has been holding to the east side of the north ridge coming off Shasta Bally but has now burned in fingers to the Boulder Creek Trail.

Continue burnout operations along Brandy Creek Trail. Work powerlines with heavy helicopters to keep fire from spreading to the powerlines if possible.

Fire progression in Division Mike is holding with continued line construction as well as in Division Whiskey. A firing operation is planned this date in Division Whiskey. Steep slopes (100%+) in Division Mike are making line construction slow and continue to threaten fire spread via rolling material.

Air support needed in Ponderosa Basin and Division Mike. contingency planning has succeeded in identifying potential 12,500 acre threats in each of Ponderosa Basin and Division Mike. Watershed values at risk are in the Devils Gulch drainage which is a major tributary to the Wild and Scenic Merced River and also in the Chowchilla river drainage which supplies the Eastman Reservoir. If significant fire damage occurs in these areas, there will be high potential for excessive siltation and degradation of water quality. There are some historical and pre-historic sites within the current fire perimeter and the contingency plan perimeter. USFS Resource Advisor is identifying sites of concern. The incident also has critical need for a PIO Type I and 2 additional PIO’s any type.

Onion Fire continued to back down the E slope towards Deer Creek and make short up hill runs as it burns out interior islands. Small concentrations continue to burn out. One spot fire in Division G in the Round Valley Drainage remains unlined. Cub Fire continued to back down slopes in all directions with the major growth to the NE and W. Short range spoting up to 1/4 mile ahead of the NE flank is occuring. Isolated torching with downhill creeping and short uphill runs continue.

Ruggiero Type I Team to tentatively assume responsibility of the Cub Complex at 0600 on Friday, 7/4/2008.

Regional power transmission facilities and critical infrastructure operated by the Western Area Power Administration (WAPA) are now in imminent danger from the SHU Lightning Complex. Three major transmission lines totaling 690 KV(442 megawatts) are powered by the dam. Shasta power generation flows to California ISO and the Western Power Grid. Fire impacts to the transmission lines would potentially cause power outages to local areas, brownouts/blackouts to parts of Northern California, tax other providers to the grid and temporarily force California utilities to purchase additional power from out of state resources.

Shasta Dam infrastructure facilities will be threatened in the next 12-24 hours. This power generating facility is the major supplier of energy to the Central Valley Project.

Evacuation orders have been issued for the communities of Junction City, Platina, and Corman Ranch. The Eagle fire is now threatening the community of Junction City (see Iron Complex Fires [here].) For Platina news see the Noble Fire, Lime Complex Fires [here].

New fires have begun in Branches V and VI, west of Redding, which are un-staffed, inaccessible and have large growth potential.

Increased fire activity in new locations is causing control challenges in addition to structure threats. Critical region resource drawdown is resulting in numerous outstanding resource orders. Approaching weather system for the weekend will challenge control lines and potentially cause new fires.

Resource priorities: Handcrews, Type III engines, DIVS, Dozers, Type I helicopters, SOFR, FOBS, DOZB. Burning conditions are considered extreme. Fires on west side of Redding will be problematic due to access and scarce ground resources. Potential for strong winds and thunderstorms this weekend will offer significant challenges to resources across the region.

Fire behavior is considered extreme. Development of new fires as well as existing fires continues as a result of warm temperatures, low fuel moistures, and RH’s. Fuel moistures are at record low levels.

Planned Actions: Continue to identify, prioritize and allocate resources to accomplish full perimeter control using direct and indirect attack. Intelligence gathering will continue to define fire locations and perimeters. Heavy smoke in the fire area is affecting aircraft use. Continued heavy resource commitment across SHU to a series of lightning caused fires across the entire unit. Evacuations remain in place for Shingletown and Burney. Increased fire activity on isolated lightning strikes is causing control challenges with structure threat. Critical region drawdown is resulting in outstanding resource orders. IR flight is critical to success of the incident. New fires on west of Redding are unstaffed and have large growth potential.
